It actually doesn't do anything game-wise, it's just really cruel and you get to insult and laugh at your opponent (because the card says so and not because you really want to...right?)
I added the bucket for effect.

Updated to rare, and fixed the awkward paragraphing.
Updated mana cost, and removes all counters from target opponent's counters from all permanents they control before pushing their cards off.
Wait... reading the card again, it looks like you also push off their library, graveyard, and exiled cards. That...
I wonder how the card handles counters. Are you supposed to remember which cards had how many counters of what type on them, or are the counters gone?
P.S. If you want to cause a line break early without starting a new paragraph in MSE2, just add a lot of spaces until the text jumps to the next line.
If the card is only intended to be used within your set and you don't use many counters, I think the issue above can be safely ignored and the card left unchanged.
Should the card be intended to be played in an environment that potentially uses a lot of counters (graft, infect, etc.), I'd recommend increasing the card's mana cost and having it remove all counters from all permanents. The added functionality isn't part of the original concept, but it would prevent potential unintended unpleasantness while keeping the card "griefy". Incidentally, an increased cost would also reduce how often the card is played; which IMO is a good thing - cards like this one spice up the game, but overuse them, and it stops being fun.
