I think she'd be fine as mono-green, keeping the WG activation though.
Protection from Beasts is fairly awesome, though. Screw you green!
Maybe something like "whenever Fluttershy blocks a creature, that creature doesn't untap during its controller's next untap step"?
0/2, flying, defender (because Fluttershy would normally never hurt someone)
Prevent all damage that would be dealt to Fluttershy, the Kind. (Because she's too cute! Nobody could possibly want to hurt this little pony. She could still be killed with -1/-1 counters and instant death spells, though).
And maybe "whenever a creature is blocked by Fluttershy, the Kind, this creature does not untap during its controller's next untap step." (The Stare, obviously.)
That way you get a Fluttershy themed to be a solid, difficult to remove defender that cripples opponent's offense, and no longer has crappy synergy with her own Element. As for animal summon, this could be a Fluttershy-themed spell instead.
